Crisis and Opportunity


Since the second half of 2008, the world is shrouded in immense risks caused by a series financial tsunami derived from the US Subprime mortgage crisis. In this age of globalization, the effects of this financial and economical crisis is still non-stopping but ever-expanding. The crisis’ depth and scope is also unpredictable.
In mainland China, factories ceased fire and came to close down, and the rural migrant workers couldn’t find jobs thereafter; In Hong Kong, downsizing is a common occurrence; while in Taiwan, the forecast of the economy growth is unprecedented adjusted to minus 5% or even worse.

The impact of the financial crisis is permeating every family. It is not only an impact on economy, but also on social structure and the value of life. The crisis is challenging our imagination of the wealthy years. It is shaking our ways of resources allocation. It is threatening our idea of life. It is attacking our pursuit of lifestyles. It comes right into our face, and asks us to change.
As a platform dedicated in documenting the changes of contemporary Chinese Society with non-fiction films, CNEX must face this worldwide crisis courageously. We’re therefore calling people in documentary and cultural arena to turn your cameras onto the Chinese Society amid this financial crisis, to observe, document and annotate.
In the Chinese characters, “Weiji, Crisis” itself is a compound word. It can represent risks but also opportunities. The Chinese believe that opportunity lies in crisis. How can this kind of dialectical thinking reflects on social and personal stories?
CNEX will call for phenomenon and stories from three areas below to organize perceptive documentaries in order to reveal the theme of “Crisis and Opportunity” under financial tsunami:
- Finance and Economy: How does the impact of financial crisis reach every part of society? How is everyone involved in the network of financial and industrial globalization, from immigrant workers to industry owners, from coastal cities to inland towns, from the people born in the 50s to the people born in the 80s, from institutions to independent families? In the crisis, how do they handle, change or escape?

- Ecology and Resource: At the meantime, the change of the climate, the deterioration of the environment and the lack of recourses is continuously happening. How these risks from human living environment and resources will force us to change? LOHAS, clean energy, green city, balance between urban and rural area. What kinds of efforts have already been done under these concepts? How are their impact and influence?


- Humanism and Value:The fast-growing consumer society, mass culture, and electronic media in the past 20 to 30 years have an inseparable connection with the credit explosion which caused the financial crisis. But today, the erosion of the infrastructure will sure bring a displacement of the super structure. Schools, media, and cultural industry have also gone through many years of commercialization. How can these sectors handle the financial crisis with their cultural value and belief? And for the younger generation, what kind of belief and value they could take away when they enter the society and world in crisis?

CNEX expects the films in 2010 will give an indelible imprint when the Chinese Society go through the global crisis and opportunity process. They would able to explain to the world that we have faced, we have devoted, we have reckoned, and we have tried. As for the result, it could only leave for the time to judge.

APPLICATION INTRODUCTION

I. Full-length documentaries:

1. Specifications:
• Both the content and focus of the documentaries are in line with the annual theme—Crisis and Opportunity
• Length:45 minutes or above
• Shooting Format: either DVCAM, DVCPRO, HDV, BETACAM or higher quality, audio recorded with separate Microphone
• Final format: Digital Betacam or Uncompressed files(source code) in disks
• Deadline for completion: August 31st, 2010
2. Qualifications required for directors or producers:
• • Independent directors or producers: with the completion of at least two 30-minute or longer documentaries or one 60-minute or longer documentary and have professional film/TV production and execution abilities.
• Reporters, writers, photographers or social workers etc, must already have works on the proposed theme and must submit the finished documentary together with independent directors or producers
3. Entry quota:
• About 10 proposals will be selected for evaluation. 3 of them will be selected for the final review and gave financial support.
4. Maximum funding:
• The maximum funding for each proposal is 80,000 RMB or 350,000 NTD.

II. Short documentaries:

1. Specifications:
• Both the content and focus of the documentaries are in line with the annual theme—Crisis and Opportunity
• Length:10 minutes
• Shooting Format: either DVCAM, DVCPRO, HDV, BETACAM or higher quality, audio recorded with separate Microphone
• Final format: Digital Betacam or Uncompressed files(source code) in disks
• Deadline for completion: March 31st, 2010
2. Qualifications required for directors or producers: no particular requirements
3. Entry quota:
• About 6 proposals will be selected for evaluation. 3 of them will be selected for the final review and gave financial support.
4. Maximum funding:
• The maximum funding for each proposal is 10,000 RMB(mainland) or 350,000 NTD(outside of mainland).

III. Proposal Format and Materials Required

◆ Proposals (requirements are listed in the second page of the proposal form)
◆ Strongly recommend to include pictures and trailers [pictures could be inserted into the proposal; trailers could be sent via mail, and the name of the director, documentary and length should be noted]
◆ First time participating directors in the CNEX program need to provide representative works [please send via mail, and the name of the director, documentary and length should be noted]
◆ If the work is selected for the final review (a workshop), live demonstrations need to be presented with PPT and trailers or pictures.

IV. Key Dates

◆ Deadline for proposal submission: June 15th, 2009
◆ The names of the first round selection will be listed on the official website of CNEX—www.cnex.org.cn;www.cnex.org.tw in mid July, 2009.
◆ The final round selection and the workshop will be held in mid September, 2009, in Beijing. Time and procedures will be notified to the selected candidates in time.

V. Special notification

◆ Students are more encouraged and welcomed to hand in proposals.
◆ Please perfect the proposal as much as possible; if selected in the final round, the oral presentation and visual demonstration of the proposal should have been practiced thoroughly. It may affect the results of the final selection.
◆ In order to best promote the documentaries, CNEX will have the right to manage the final contracted proposals and works.
